Briefing paper ahead of the 6th round of the Switzerland-Tajikistan Human Rights Dialogue

This briefing paper summarizes key positive steps taken by the authorities of Tajikistan in the course of 2014 and 2015; it provides up-to-date information on the ongoing nature of torture and other forms of ill-treatment; and it highlights four issues that we wish you to emphasize in your dialogue with the authorities: the persistent practice of incommunicado detention at the onset of detention, torture and ill-treatment in the armed forces, independent monitoring of detention and army facilities, and the issue of reparation for victims of torture, in particular compensation.

The briefing concludes with key recommendations that, if implemented, would significantly reduce incidents of torture and other forms of ill-treatment in the country. In the annex you find summaries and recommendations pertaining to four cases that we also urge you to raise with the Tajikistani government delegation.
