The opinion on the Educational Information System

The Helsinki Foundation for Human Rights presented its opinion on the Educational Information System Bill. The purpose of the bill (its Polish version is available here) is to create a system for acquiring data required to conduct educational policy and manage the education system. Also, the draft law provides for gathering personal data of pupils and pre-school children.

The Foundation has voiced its concerns regarding the extent of the personalised data to be collected, pointing out that under the new legislation sensitive data would also be stored. According to the HFHR, there is no point in archiving individualised information on a central level where it is to be available only to the Ministry of Education, being inaccessible to any other entities that, according to the bill’s reasoning, are supposed to be using this information for the statutory purposes.

On Thursday, the Senate passed the bill without amendments. The Helsinki Foundation asked the President of Poland to consider the reservations presented in its opinion before signing the Act passed by the both Houses of Parliament.
