List solidarności ze społeczeństwem obywatelskim na Węgrzech

13 lutego 2018 roku węgierski rząd przedłożył parlamentowi projekt pakietu legislacyjnego obejmującego 3 ustawy powszechnie określane jako „Stop Soros”. Proponowane przepisy dodatkowo ograniczyłyby zdolność węgierskiego społeczeństwa obywatelskiego do wykonywania pracy, wymagając od organizacji, które „wspierają migrację”, uzyskania krajowego poświadczenia bezpieczeństwa i rządowego zezwolenia na wykonywanie podstawowych działań.

Proponowana ustawa wymagałaby również od organizacji zapłaty podatku w wysokości 25% od jakiegokolwiek zagranicznego finansowania przeznaczonego na „wspieranie migracji”.

Nieprzestrzeganie przepisów ustawy przez organizacje pozarządowe groziłoby wygórowanymi grzywnami, bankructwem, a nawet likwidacją organizacji.

Te propozycje węgierskiego rządu nakładają dodatkowe ograniczenia na już i tak kurczącą się przestrzeń dla społeczeństwa obywatelskiego na Węgrzech i naruszają zobowiązania międzynarodowe w zakresie ochrony prawa do wolności zrzeszania się, słowa i przemieszczania się.

Uważamy, że nowe propozycje ustaw to wyraz nasilającego się wysiłku węgierskiego rządu, by zwalczyć działania grup społeczeństwa obywatelskiego na Węgrzech, które promują i chronią prawa człowieka, świadczą usługi prawne i społeczne osobom potrzebującym w kraju oraz publicznie wyrażają swoje odmienne opinie w prasie i Internecie.

Jako obrońcy i obrończynie praw i wolności chcemy, aby ludzie na całym świecie mogli wyrażać swoje zdanie bez ataków, gróźb lub wizji więzienia. Otwarta debata na temat spraw związanych z polityką i praktyką rządów jest konieczna w każdym społeczeństwie, a obrońcy praw człowieka nie powinni być karani za wyrażanie swoich opinii, które mogą być odmienne. Państwa muszą wprowadzać przepisy chroniące obrońców praw człowieka przed krzywdą, zamiast wprowadzać represyjne ustawy, które mają na celu uciszenie tych, którzy wyrażają swoje zdanie.

Obrońcy praw człowieka bronią praw osób w swoich społecznościach i krajach, a tym samym chronią nasze prawa na całym świecie. Obrońcy praw człowieka są często ostatnią linią obrony wolnego i sprawiedliwego społeczeństwa i podejmują ogromne osobiste ryzyko i poświęcają się, aby wykonywać swoją pracę.

Solidaryzujemy się ze społeczeństwem obywatelskim i obrońcami praw człowieka na Węgrzech.

To odważni ludzie zaangażowani w tworzenie bardziej sprawiedliwego społeczeństwa. Bez ich odwagi świat, w którym żyjemy, byłby mniej sprawiedliwy i mniej równy.

Wzywamy węgierski parlament do odrzucenia proponowanych ustaw w całości i umożliwienia organizacjom pozarządowym i obrońcom praw człowieka kontynuowania ich pracy, bez konieczności obrony przed tego typu atakami.
